I added an external issue to the Deimos OpenSSL project support for openssl-1.1
because Ubuntu Bionic comes with 1.1.0g and this deimos (and our code) isn't
ready for it yet.
I am choosing not to fix this as it is a more extensive job. The deimos needs
to be versioned to support openssl 1.0 and 1.1. I don't know how to do that,
so I am disabling the openssl deimos for ubuntu bionic builds and I will open a
ticket here reflecting the shortcoming upstream.
