I updated the release tagging procedure to use SemVer tags:
http://thrift.apache.org/docs/committers/HowToPublish.html
After v0.12.0 is tagged we can add it to the dub repo.
We could also add a v0.11.0 tag that includes the dub.json I suppose, but I was
trying not to go and retag or confuse.
