The upstream deimos for openssl has a release tag for a 1.1 compatible release:
https://github.com/D-Programming-Deimos/openssl/releases
Update the build environment and/or dependencies in project files to consume it
(or later) on bionic, and stay at the previous tagged release for OpenSSL 1.0
on xenial.
