A separate branch on the same repo wouldn't address your point ("I would prefer
folks check in both code and supporting documentation") since you can't commit
to multiple branches in the same pull request. So if we are going to ask people
to send 2 PRs anyway, why not keep the code repo clean and use a separate one
for docs?
