The top level file `ApacheThrift.nuspec` takes artifacts from the C# and
.NETCore builds and places them into a single multi-target nuget package. This
needs to be changed to work with netstd for the 0.13.0 release. I'm going to
make this a blocker to ensure it gets done for the next release, as I don't
think we should publish a 0.13.0 on deprecated artifacts.
