Each release is manual. Automating it will take time... I need to expand the page at doc/ReleaseManagement.md to include instructions for the various package managers. There are a few that we're blocked on like pypi, since our previous project chair was the only submitter and we can't reach him, so we're stuck waiting for the pypa warehouse team to grant me access as admin to the apache/thrift project so I can push an updated 0.12.0 package.
