Currently the top level LANGUAGES.md has not kept up with changes going into
master. For example, there's dropping C++03, there's the addition of THeader
protocol to node.js, there's the addition of netstd and deprecation of csharp
and netcore. There are others.
The LANGUAGES.md should have a link from it to the previous version (by tag) so
that folks can walk back to a given version's matrix.
This also means people reviewing pull requests must require that folks update
LANGUAGES.md when they make changes that affect the matrix.
