The netstd library needs some refactoring plus some minor bugfixes:
* remove unnecessary CTOR overloads
* fix some unused CTOR args
* fix incorrect Dispose pattern implementations
* fix misc. hints that the VS IDE brings up regarding initialization, variable
usage, etc
