These are actually two related issues:
* The TApplication exception should support IBase
* All custom IDL exceptions should also support IBase
Although this sounds like the same thing, in fact it is not because for the
second we need to touch the compiler, while the first is a pure library change
only. Nevertheless, since both cover the same use case, they deserve to share
the same ticket.
