I have no idea what you mean by "is normal". The most current stable release is 
0.14.2 (since right now) and the next one will most certainly be a 0.15.0, 
targeted to be ready in (circa) late summer this year. 

But since this is open source, you are absolutely free to use the current 
development version from the repository, or any other customized build based on 
any branch you wish. Normal or not.
