Possible this is a problem with the PDF or installed/available fonts?
Reasoning: Tried opening using Tika GUI app and got garbled text. Then I tried 
selecting all text from PDF in Adobe Reader and pasting it into Word/Notepad++. 
This also resulted in what looks like exactly the same garbled text.
(Environment: Win7, latest tika trunk from svn built on JDK 1.6)
