Have you confirmed that the checksums are correct on your newly downloaded jar? 
As in, have you actually calculated the checksum locally, and verified that it 
matches the checksums published on the Tika website for the 1.3 tika-app jar?

Also, you seem to be using gcj, once you have verified the checksum could you 
try running with openjdk / the oracle jvm?
