3.11 beta 3 has finally hit maven central (took a while as the publishing 
method we were using had been disabled between beta 2 and beta 3)

Because Tika uses {{poi-ooxml-scheams}}, we don't need to depend on 
{{ooxml-security}}. Users will use one of {{poi-ooxml-schemas}} or 
{{ooxml-schemas}} + {{ooxml-security}}. The smaller {{poi-ooxml-schemas}} jar 
includes the bits of the other two used by unit tests

In terms of the osgi parts mentioned, I don't know enough to be absolutely 
sure, but those changes look very much in line with the other POI related 
dependencies so I guess it makes sense to go with that, for now at least!
