Codepage support is in there now, as is something similar for Excel 5 / Excel
95. No format string support though, will need a little bit more work on the
old style records to add it in if someone wants it
When we upgrade to POI 3.11 final, we can add a parser based on this for Excel
2-4, and call to it from ExcelExtractor when it detects a Excel 5-95 file
