A user of jdbf posted a test file on jdbf's [issue
tracker|https://github.com/iryndin/jdbf/issues/17] that shows the use of
non-ascii encodings in the header. It also has an example of a datetime field
type, and it shows a header with more zero-padding than was in the dev set.
