Apache Tika uses the Bouncy Castle generic encryption libraries (version 1.45)
for extracting text content and metadata from encrypted PDF files.
Bouncy castle library API is changed in a backward-incompatible way starting
version 1.47.

We should incorporate latest version of bouncy castle library in Tika. This
will help us to keep up with the security patches and other improvements.
