Doesn't look like the license has changed for any of the forks.
By published to Maven central do you mean the repository listed on
mvnrepository.com is "Central"? Also what is your / the Tika definition of a
"stable release" and I'll see if I can find one - the fork referenced in the
description meets at least 2 of the requirements but is version 0.8. Perhaps
by "stable" you require at least 1.0?
