I've pulled the consistency-for-table-formats stuff out to TIKA-2641. With
that, I think our sas7bdat parser is now ready for use. Thanks epam!
(There's possibly some more work to be done on metadata keys, maybe
generalising or pulling stuff out such as the {{ExecutableParser}} os/machine
keys, but that can go to another ticket if we think it's important)
