As I look at this, I can't figure out why it works at all for others or even in
unit tests:

tmp.dispose();
if (tis != null)
tis.close();
if (fos != null)
fos.close();

We should close the fos as soon as we write the tmp file. We should close tis
before we call tmp.dispose.... I think?
