Often, we treat with "corrupt" files. However, in these cases, I can open PDF
correctly with PDF viewer, but text extraction failed.
As Tika users:
* I get empty text using tika-1.21
* I get unintelligible text using tika-1.22
Because tika-1.22 didn't fail, it is impossible to manage the scenario in
automatic tools that manages high volumes of files.
Perhaps throws an exception similar to
https://issues.apache.org/jira/browse/TIKA-198 or
https://issues.apache.org/jira/browse/TIKA-237?
