Magic added for PEM and DER encoded certificates, and public/private keys in
RSA, DSA and EC format as of 618345263ee41108e1a225dbcdbb8db16b2aae28
As part of this, the base mimetype for certificates has changed from
{{application/x-x509-ca-cert}} which we inherited from HTTPD to
{{application/x-x509-cert}} with CA and User as aliases. We also return the
format of DER or PEM as {{;format=xxx}} subtypes when we can tell that
