Summary: Create subdirectories for different versions of releases

Our distributions are currently not versioned in their directory structure.
That means that we have a bit of a mess when trying to release two different
branches, e.g. 2.0.0-BETA and 1.26. We'll probably have 2.x and 1.x available
for a bit even after the 2.x release so we should add a subdirectory for
versions.
For example, PDFBox has:
https://www.apache.org/dyn/closer.lua/pdfbox/3.0.0-RC1/pdfbox-app-3.0.0-RC1.jar
https://www.apache.org/dyn/closer.lua/pdfbox/2.0.23/pdfbox-app-2.0.23.jar
We only have: https://www.apache.org/dyn/closer.cgi/tika/tika-app-1.26.jar
