I would say that it is not an issue like the one you mentioned with docker. The
container is not restarted, instead the Tika spawned child is restarted due to
the timeout.
Actually it is not clear why after a parse timeout it's not just the child that
restarts, so the 9998 port should still be in use by the parent, is that right?
