I run Tika in a rather old OSGi-runtime. The runtime have some preinstalled
bundles that I have no control over. One of these bundles are
org.apache.felix.webconsole-4.3.4.all which happens to export commons.io-1.4.
So in that case the Tika bundle will import the existing exported packages in
the runtime.
