If you fully disable tesseract, are you seeing the same thing:

If you start the tika-server with the {{-noFork}} option, do you see the same 
behavior?

Are the logs telling you anything about server restarts, etc?

Can you tell if the cpu utilization is purely on the java process(es) or is it 
on other processes?
