Hello Tika,

I would like to make a change to the Tika library, but I do not have an ASF 
Jira Account to be able to make an Enhancement ticket.
There is a use case where a password protected zip doesn’t throw a 
DocumentEncryptedException and I would like to submit a patch for that.
