On TIKA-1599, we migrated the underlying html parser from tagsoup to jsoup on
the 3.x/main branch. I left in tagsoup in a separate module. Given the
antiquity of tagsoup, I'm now inclined to remove it entirely from 3.x/main. If
anyone needs it, we can add it back later.
