We should make tika-core provided in tika-eval-core. We should do the same with
tika-core and tika-serialization in tika-batch. We should make these required
in the apps: tika-app and tika-eval-app, obv. There may be other items that we
can make "provided" elsewhere, too.
These changes would only affect 3.x.
