It works now that all has been reverted. So we can't update to jetty 12 because
a problem with solrj (that happens only during build tests on non windows
builds), and we can't update to cxf 4.1.0 because it uses jetty 12. The weird
thing is that both worked locally for me. After it failed remotely, it also
failed locally.
