[~lewismc] and [~ndipiazza] met yesterday to discuss this and where we're
headed for 4.x.
We agreed that we should focus on these changes first and then add open
telemetry after these refactorings.
We think our current MVP for 4.x is this issue. We can add the open telemetry
work after 4.x is released.
Please let us know if you disagree or prefer other priorities.
