On TIKA-4519, we made a half step towards configuration via json in the pipes
modules. One of the unpleasant parts of this is that there's now a
tika-config.xml and a tika-config.json. We should add a deserializer for what
we're currently covering in tika-config.xml so that we only need one
tika-config.json at least in the pipes modules to start.
