I've created a pull request to implement this improvement:

Changes include:
* Added RuntimeMode configuration to TikaPluginManager (DEVELOPMENT vs
DEPLOYMENT)
* Configure via system property: {-Dtika.plugin.dev.mode=true}
* Configure via environment variable: {TIKA_PLUGIN_DEV_MODE=true}
* Skip ZIP extraction when in DEVELOPMENT mode
* Added unit tests to verify configuration works correctly
* All existing tests pass
This allows developers to point plugin-roots directly at unpackaged directories
(e.g., {target/classes}) for faster iteration during development, eliminating
the need to rebuild ZIP files after each code change.
Default behavior is DEPLOYMENT mode, ensuring backward compatibility.
