Summary: Fix rat and get rid of deprecated "excludes"

Rat check is failing in hudson because of the README.md in the ignite module.
Let's add that readme to the exclusions, and while we're at it, update rat
configs to use "inputExcludes" instead of "excludes" to avoid deprecation
warnings.
