We have numerous parameters that are fairly general scattered throughout,
especially write limits and limits on attachment depth and count as well as the
security limits on zip bomb detection in the xhtml handler etc.
The parser specific limits should remain where they are if they are truly
parser specific, but the higher level limits should be set at a higher level
and should be generalized.
