Summary: Publishing artifacts for 4.x ASF's dist?

With the 4.0.0-alpha-1 release, I realized that we should be publishing the the
tika-pipes-*.zip distributions to asf's dist repo. So that if someone wants the
Solr emitter, they'd download tika-pipes-solr-4.0.0.zip and add it directly to
their plugins dir.
We should also publish grpc (slimmed or not?) there as well.
