This, from Eric, is my mental model of 4.x vs 3.x stated plainly. Dev
focus will be on 4, with as little as possible backported. I'm worried
about _our_dependencies... we'll still have to upgrade those to the
degree they continue to support jdk11.

It feels like we've hit consensus for 18 months to EOL for 3.x. ...
let's say Feb 29, 2028?

I'll send an announcement to user@ and dev@ with this decision and the
general update plan for 3.x?
