One thing that shifts the question: PR #3096 (TIKA-4856) adds
`maxRenderedPages` to PDFParserConfig, honoured by both strategies, because a
thumbnail wants the first page rendered and the whole text extracted. With that
knob `maxPages` can stay a text limit, and this ticket would just be the
documentation.
