Summary: Bump default pipes restart to 100k from 10k

After the work that uncovered TIKA-4908, I think it is safe to bump default
pipes restart to 100k from 10k. Users can configure it back to 10k if they are
finding problems with their specific files. And, if they are having problems,
hopefully they'll open a ticket so we can solve an underlying problem.
