It has only taken a decade, but by popular request, there's a new version of
the `vorbis-java-core` and `vorbis-java-tika` libraries
On Tika 3.x, we should upgrade `vorbis-java-tika` version.
On Tika 4.x, we should upgrade `vorbis-java-core`. (The parsers have been
inlined into Tika in 4.x)
