Hi Bryn, do things work if you use {{withPath}} by chance like: 
{{g.withPath().V().program(...)}}?

[~okram] do you think it would make sense to add a {{getRequirements}} to 
{{VertexProgram}} that would be bubbled up to the strategies via the 
{{ProgramVertexProgramStep}}?
