The appropriate way to do this is to send a [DISCUSS] thread to the dev list -

After 72 hours (assuming no objections) just submit a pull request to the
master branch referencing that ticket (I usually include the link to the
DISCUSS thread on the JIRA) - the site is all in github:

A committer will then publish for you. Thanks!
