[DISCUSS] Deprecate program() step

I've given this no thought at all, but program() step is pretty much a JVM
only step - there's no way for it to have any way to work for GLVs. Should
that be deprecated? Is it serving any purpose to have it be just a JVM step
that can only work locally?
