Using edge-steps, without specifying any labels, is documented as an
anti-pattern. We should have a strategy that verifies that all edge-steps
specify at least one label.
The strategy should not be added by default, as not every provider may agree
that this an anti-pattern. It should also be possible to choose how the
strategy behaves, e.g. whether it throws an exception or only logs a warning
message.
