Hi all - I'd like to suggest a change to our managing of the Contributors
List on our home page. The current process is described here:

Specifically, I'd like to change out this:

Reminders to update this information will be sent every six months,
beginning with a general email to the dev list followed by direct emails to
individuals who might have missed the reminder. Those who do not update
their bios or do not reply to the email will be assumed "inactive" for
purpose of the listing.
----------

to instead read:

----------
Reminders to update this information will be sent to the dev list on each
release as part of code freeze week. Those who have not shown an update to
their bio in git in the past year or have otherwise not replied to the dev
list email to indicate their status in that time will be assumed "inactive"
for the purpose of the listing.
----------

Recall, as is also written in that section of the link above: "Should a
contributor become "inactive" at some point, there is no special process to
become "active" again - they simply update their bio to do so." and of
course, their Apache committer/PMC status remains unchanged through all of
this.
