After looking into this myself a bit, I think i see where we have some deadlock
going on - I tried to explain here:

The tests i was worried about seem to pass with this change pretty well, but
that is really just addressing the tests/travis build issue and not the root
cause. Going to do a few more runs then cherry-pick this to {{3.4-dev}} if it
holds up. [~HadoopMarc] perhaps you should try this change in your PR?
