The {{ProductiveByStrategy}} was introduced along 3.5.x to help make {{by()}}
behavior consistent while ensuring that there was no breaking change along that
line. In 3.6.x it can be removed as a default with the idea that users can add
it back to regain the previous behavior as needed.
