Yes, this is accurate.

ICLA is needed before becoming a committer, and for any large
contribution of code. (where large is often left to interpretation.)
Provided, that there is a clear trace of the code being donated. (e.g.
a pull request against the official GH repository, a patch sent to the
mailing list or in the bug tracker)

Yes, this is actually a legal requirement, please don't replicate the
ICLA - it may indeed be a faithful copy, but should anything change
over time, updating it in a single location is the least amount of
