Travis was insanely slow because we shared the apache account with all other projects using Travis (i'm referring more to the job queue here as being "slow"). We've since moved to Apache's hosting of Jenkins, but that build has been failing forever because the build server is well behind the version of Java 8 that we require. I guess the short answer, is that I don't have a good answer for you.......
