Check out {{LazyBarrierStrategy}} and {{BarrierStep}}. Once
{{LazyBarrierStrategy}} is better tested and its corner cases better
understood, I would like it to become a default strategy. Then, I would like us
to have [~mhfrantz]'s {{UnrollRepeatStrategy}}.
