I've unified the code for the "dependency grabbing" between console and server.
Hopefully they won't diverge in functionality now as a result. As the console
{{:install}} command is now using what the server is using for {{-i}} i would
expect that the console problems should be resolved for windows.

[~dmill] would you please be so good as to test out the change in both console
and server on windows one more time to see if all is well and if this issue can
be closed?
